This lecture discusses the European Union's Sustainable Finance Disclosure Regulation (SFDR). The regulation categorises mutual funds into three groups to boost transparency and curb greenwashing: Article 9 ("dark green") funds with sustainable investment objectives, Article 8 ("light green") funds promoting environmental characteristics, and the remaining Article 6 funds. Drawing on a difference-in-differences framework and monthly European fund-level data from Morningstar, the research presented in this lecture finds that SFDR exerted little impact on fund flows or portfolio sustainability. The limited effectiveness of disclosures partly stems from the fact that they provide little new or unambiguous information beyond what investors could already learn from fund names and investment mandates. Before SFDR took effect, 86% of Article 9 funds already had sustainability mandates, compared with merely 0.3% of Article 6 funds. Survey evidence and portfolio-choice experiments conducted among European investors, also presented in this lecture, demonstrate that current disclosures barely affect investor decisions. Nevertheless, improving information intuitiveness, by offering clear definitions to distinguish Article 6, 8 and 9 funds, can substantially enhance the effectiveness of this regulation.
